With 19 school buildings and mulitple phone systems, the Port Huron Area School District, located in Michigan, was awarded funding to upgrade its outdated analog phone systems.

The district could invite whomever they wanted to bid, and it was under no obligation to take the lowest bid. Mark Washington, the district's IT Director, led the project.
